Your opinons would be greatly valued and appreciated! Charles.
I doubt it was made by Herter. Many companies made a "jardiniere stand" with the birds and chains, including Kilian Bros. and James W. Cooper & Brother among others. I have photos of the aforementioned manufacturers version of this table, but it is not theirs; at least not from the catalog images I have. I also have never seen Herter do a version of that table, thus far.
Thanks Rare! This kind of just jumped out at me today as I was looking online at a local auction house--they "luck" up on some good stuff a few times a year,....you just never know. I have not seen the piece in person, so I don't know much else about it. The reproductions blog was fresh in my mind when I saw this and was wondering just from the get go if this is a real or repro. piece--when I see it, I should be able to make a better assesment...still interested in anyone else input if they have seen something similar to this out there somewhere....Charles.
Here's a less ornate stand of similar form, here.
There are photos of similar stands like this from France in one of my Magazine Antiques issues, so I also wouldn't rule out that this could be from abroad.

Thanks for the good information Rare---the ebay pic you put up is getting awfully close to what I am looking at, and the French angle is something I was wondering about also. Maybe when I can get to the preview and look at the piece, some marks or signatures may jump out at me...thanks for the research on this. Charles.
