I don't think I mind putting bait keywords in the description section of a listing, but stuffing it in the title is not a practice that I think is exactly Kosher.

Using keywords in a listings title that are not related to the listing, but are only put there to lure in buyers is against ebay policy. They call it "Key Word Spamming" and if they are aware of it they will end the listing. Including listings that say "Not ......" (like not Belter or not Herter) fall under this offense. I speak from experience. They did it to me a couple times (I did it unknowingly - honest). If ebay ends your listing it is obliterated - vaporized - nowhere to be found. It disappears from your items you are selling list, items you are watching list, if you search by the listing number nothing will come up. There is nothing left to rework to re-list it, you have to start over from scratch.
